When Santa
Rosa became Santa Rosa City in 2004 some people thought it would
be transformed overnight into a gleaming modern metropolis. Major improvements
can never be made so quickly, but 5 years have passed and where is the progress?
Traffic congestion and air pollution in the city center are hazardous to
our health, bad for our business and destructive to our environment.
The legacy of Manoy Alipon's corruption as barangay captain of Balibago
is that his plunder of public funds made Balibago Complex the ugliest,
dirtiest, smelliest, most polluted, most traffic snarled-up, most crime-ridden
commercial center in the country. With an honest captain at the helm
it would have become the cleanest and most attractive.
Crime is rampant in Sta. Rosa, much of it ordered by the City Vice Mayor
and enforced by his unlawful private army of municipal staff thugs armed
with loose and unregistered weapons.
Thousands of children get no education because their parents cannot afford
to pay for uniforms, books, project materials and exam fees. Thousands more
suffer poor health because their parents cannot afford to pay for vaccinations,
medicines, surgery or hospital care. Yet the corruption of Vice Mayor Alipon
drives away the foreign investors and job creators who are greatly needed
in this time of high inflation, high unemployment and world financial crisis.
Santa Rosa Laguna is called "The Investment Capital of South Luzon"
and
Laguna Technopark is an acclaimed national success. The government in
Manila actively seeks more foreign investors to create new businesses
and more jobs in the Philippines, so why is the corrupt Vice Mayor allowed
to damage Santa Rosa by stifling progress and preventing improvements?
What Santa Rosa City needs most urgently right now is more jobs
which would enable our people to earn money for their families,
not a Vice Mayor who misuses funds intended for public projects
and whose graft and corruption are notorious throughout Laguna.

Vice Manoy has only one interest in life, and this is himself. He will do what

him and only him. The boastful way that he flaunts his mistress Jenny in public, witnessed
and photographed by so many people, is proof that even his family is not important to him.
