"What more can I add? Everything they say is true. HRLD (Honor, Respect, Love, Dignity) came here
in good faith to invest in the Philippines. Manuel Manoy Alipon, first as Balibago Barangay Captain
then as City Vice Mayor continuously stole our money, tricked us into making long overdue repairs and
improvements with no contribution from him, including installation of a 3-phase electricity supply to a
disused and derelict factory on a commercial lot owned by Renato Baylon at Barangay Dita Purok 3
which we shared with Alipon's trucking company Man-Ali, tricked us into paying Man-Ali's monthly rent
and electricity as well as our own, tricked us into training and employing guards for Man-Ali's 24/7
security, sent crook after crook - including his crooked cousin Danny Alipon - to cheat us at the factory
and multiply our startup costs, ordered - without consultation with us - some of our key workers to absent
themselves from the HRLD factory to complete projects for his private home in Amar Village and projects
for Barangay Balibago while HRLD was paying all their full-time wages, then finally Manuel Manoy Alipon
changed the locks at our factory when we were not there and seized our forklift, woodworking machines,
spares, materials, supplies, and other equipment including a color laser printer. He sent gunmen and
installed big steel security gates to keep us out, demolished our workers' barracks and forced our expanding
Philippine furniture business out of Laguna, thereby destroying the livelihood of 32 Filipinos whose jobs we
had created in Santa Rosa City. All of this was after we had so generously supported him as Barangay Captain
with free crafting, construction and manning of 4 giants to celebrate the Chair Of St. Peter, donated more than
1.1 million pesos in cash to his Vice Mayoral election campaign, and provided him with free use of factory space,
materials and labor, free loan of brand new computer, printer/scanner/copier, Nikon digital camera with 1Gb
memory card, professional tripod, and two 1HP air conditioners for his campaign office, plus personal gift of
the most expensive Nokia cell phone for him to co-ordinate his campaign management. Is this what all decent
honest Filipinos mean by "Utang na loob?" If so, all foreign investors should take their money out of the Philippines
and never return. I know for certain it is not so. Decent honest Filipinos are truly decent and honest. But foreign
investors need to find them. Manuel Manoy Alipon represents the most un-Christian and most evil side of corruption
at local level. He is an advertisement against investing in Santa Rosa. Voters need to be informed that the City
Vice Mayor leads a gang of armed robbers who rob foreign investors and drive them out of Laguna
to invest and create jobs in other places."
